Actually that fact that the Laws of physics are same everywhere is a bit of ............. it might me misinterpreted wrongly.
It's just that classical Newtonian applications of physics differ vastly from the quantum ones.

Actually I have a theory about that too.
As you say the quantum level has different laws than the Newtonian level (where we live)
Suppose there is another level? As much larger than our Newtonian as the Newtonian is larger than the Quantum?
Suppose the laws of physics are different at that level too?
It's obvious that something is not quite right by our standards. Newtonian physics doesn't seem to EXACTLY apply.
'dark matter', 'dark energy', 'pixie dust', and 'Black Holes' have been imagined in order to explain the discrepancies..
(ok...I made up the pixie dust part)
Your theory is intuitive and it is true on some levels. (Gravitational waves have a similar idea)
