Nobody said the transition phase wouldn't be awkward.

I think it will be more than just awkward, they'd literally have to collapse the entire system to get people on board with it, look at the UK as an example, they know once the digital ID, next is digitalization of money, and they don't appear to want to go willingly.
Now Russia on the other hand, has left it optional saying it's the next generation where full implementation will be. Honestly, the younger crowd finds everything fascinating, entrenched in their phones, and love the convenience, if they want to blindly walked into a digital imprisonment, it's their lives.
