  3. Police Station if needed
  4. 20000 GAMER to farm Gambler and Addicted Gambler

Why Casino
Lowest income/hive ( ~0.416 HIVE per income )

Why Apartment
Apartment gives 20 population and 5 income
In my theory 1 population with no buff no debuff worth 0.18 HIVE
so you get 5 income with 1.6 HIVE

Why Police Station
When you have high crime rate then just buy it

Why Poker Night
Decrease crime rate in City by 5-20 + chance to get Gambler & Addicted Gambler every 2 hours
