It is a good point! Yes, the US has one of the biggest cyber capabilities, which it uses for surveillance or as a tool for foreign policy. There is a difference. The US is not taking out hospitals, power generation, financial systems, food distribution, etc. Whereas these 4 countries are targeting critical infrastructure, businesses, and citizens.

We don't. You would hear about it in local country news.
It is inline with how our intelligence apparatus works, the fact we don't fund/support ransomware cybercriminals, and the simple fact that our military does not need such asymmetric warfare tactics.

That said, we absolutely do use cyber to conduct espionage and manipulate social viewpoints!

Look at the context. Yes, infiltration is a key deterrent. But the most important thing is that the attacker choose not to do harm. Whereas, look at the Russian attacks (including the sponsored groups they support), and they are actually working actively to do harm to western Critical Infrastructures.
