I completely agree that comments need more love!
I think one aspect that is hindering comment voting is the myth of the "wasted vote." The general perception is that if a .01 payout isn't showing then your vote didn't do anything. I'd heard on a few occasions that the calculations in the backend were going more in depth and this post
