"From tiny acorns, mighty oak trees grow" my friend! Firstly, concentrate on one tribe at a time. Set a target for your self and when you've reached it, set another target and aim for that.
I totally understand the difficulties you face with all the great projects out there and only limited resources but one step at a time and you'll see it all grow day by day!
