Only 0.68% of the addresses control 89.16% of bitcoins.

Is bitcoin just riding a "decentralized" wave?

Miners are confined to mining pools which control what code they run. (Centralised!)
Mining pool distribution is skewed, more than 70% in China, A communist Government that bullies all its weak neighbours, supports North Korea, openly kills protestors, censors the internet, occupies countries (Tibet).

Is bitcoin running at the mercy of the Chinese government?

I think people are too busy with the bull run, and technical things like the code, block size, segwit, or the mining reward, etc., that they have forgotten to look at the bigger picture. Bitcoin is a poorly distributed Cryptocurrency, which has an increasing probability of being controlled by the Chinese government. When this fact come to the limelight and people start to understand what has been going on, Bitcoin might have lived a strong but short life to be remembered as the igniter of the decentralized revolution of the world.
