I don't agree. Hard-fork doesn't mean that two coins will come out of it. When everyone agrees that 2MB are the necessity, there is no other way to implement them but to hard-fork, since blocks will no longer be compatible. But if everyone will run the same code eventually it will be a single chain again, since no one will run the old code with 1MB blocks.
