Blockchain doesn't matter if it is not decentralised. So the code can be changed every time.
And i don't think the code is open source to check whats going on?
I think Venezuela does not control anything at this point... This is the first serious attempt to get some control again...
There are many blockchain-technologies that can be used... I am not sure which they will be using, but there is no advantage for them to use something that is closed source... So I guess i will be some token on an existing blockchain like NEM's mosaic (no idea regarding NEM) or ERC20-tokens, or an independent blockchain and using the other tokens just for exchange.

You touched a very difficult topic, which is one you're even personally and emotionally involved in and revealed personal information. You got the balls to tackle one of the most difficult kinds of presentations, which ended with an incredibly ambitious idea for a solution to help people. I think that this idea might just be crazy enough to work! I'd love to see it succeed, helping the people and set an example that Bitcoin and Altcoins are more than just a currency. They can truly change things by providing a completely new set of possibilities to solve problems.
I wish your project well David and hope that it helps many ordinary people. Having said this, we cannot put all blame for Venezuela's problems upon its government. Ever since Hugo Chavez came to power the United States and its murderous CIA have been trying to destabilize the country. U.S. sanctions ordered by Trump, like everywhere else the U.S. tries them, will only hurt ordinary people. You cannot be apolitical about this. The U.S. has long history of overthrowing governments in S.America that don't kow tow to the demands of the American empire.
What about using Steem for your idea? you talk about preventing them from spending it all at once, well if you use Steem and give them SteemPower not the direct currency they will have to spend it over 3 months. Also Steem has free transaction fees. The main issue as I can see it for Steem is that there is no treasury system to put a proposal in for so you would have to find the cash or beg a whale or something.
I have not been able to digest the information yet what I have been able to read it seems great, also the government of Venezuela with the petroleum is advancing cryptocurrency project in addition with the implementation of fuel sales at the border with cryptocurrencies in the coming months venezuela will have economic results incredible!!!
I stumbled upon your video on youtube and I was blown away. I think steem is a good cryptocurrency for your project.
Just imagine that as an additional feature, those refugees can make money for themselves sharing their story here on steemit. It would be such a relief. I've seen the way steem can change peoples lives, give them a purpose and add to their self esteem. Steemit is basically like a beacon of hope.

I just hope US doesn't come up with more sanctions against Venezuela. I think more countries like Iran, Russia, and North Korea will follow suit.
