What does Bill S.1241 mean? Attack on Cryptocurrency?

So what are the implications in bill S.1241?? Is the United States government trying to make the concealment of of owning crypto a homeland security issue??? If implemented, will you have to declare your crypto wallet at the border if you have over $10,000 worth of coin in it????
These are the questions I have from looking over this bill. I also have this question:

Will someone holding over $10,000 in their bank account have to make the same declarations because they have their debit card on them, or their mobile banking app on their cell phone???
OR because they have memorized the password to their online banking?????

Why cant the LAND OF THE FREE allow people to be free??

I get it, it's hard to do detective work when the money trail heads into crypto, The whole point of it is to have privacy, but forcing people to declare how much crypto they have when moving around the world is way too intrusive.

Pay attention to this bill, Coinbase is already being forced to give up information from some accounts.

This all just smells like the US government wanting to tax crypto, and to that I say: stick to fiat, chumps.
