Good question. Not sure but I assume for the same reasons Smart Media Tokens are being issued on STEEM.
Or maybe different user interface and sets of coins to trade. Do you probably know how new coins are voted or listed to the Bitshares DEX? There was another ICO Deex also on Bitshares. https://www.deex.exchange/
