Don't think of it like a utility token. This is an entirely new blockchain written from scratch in PHP. The developers were looking to improve upon something like Bitcoin or litecoin. In short, its a payment processor.

Since it's in PHP, the idea is that the developer base would be much bigger, since PHP is so widely used for seen development.

That would also mean it should play well with and web app built in php. A developer would have a much easier time implementing a blockchain payment processor written in php since the sure is already written in php.

It's also go a fairly low transaction fee 0.25% which I think is pretty low compared to most cryptocurrencies. So their trying to make it appealing for micro payments.

It's also supposed to have an asset system, where people will be able to build apps on top of the blockchain without having to go through the complexities of using any contracts, like on ethereum.

It's also optimised for CPU mining. Idea there is to be able to get your average computer user to get their feet wet mining cryptocurrency without having to buy special equipment.
