Hi themanualbot,

We only need a BitShares account from you. You can create the account at OpenLedger or you download the Lightclient at https://bitshares.org/download/ . www.freedomledger.com also works, they give you 2FA with Google.

No the price of BlockPay will be defined by the market once the Tokens are released.
