Common Core designed by Bill Gates has caused a lot more deaths than Bitcoin.

As far as China is concerned, everything is regulated in China and the government owns the businesses. They aren't going to allow ICOs without government involvement and hence they ban them outright. It will be ok for a Chinese government entity to have an ICO though.
