We need at least 20% of the population because 60% are simply non-factors. The 20% are simply scattered across and mixed with with the normies/non-factors. The 20% needs to somehow find each other, get together, and form a military. The only people we need to focus on waking up are the 2nd 20% who are simply afraid.
