Christine Grady is the head of bioethics at the NIH Clinical Center. It is a completely separate unit from the NIAID, where Fauci is the director. The NIAID has its own ethics office.
Fauci did not lift the moratorium on gain of function. The original pause was to be lifted once new guidelines had been crafted after a review. The HHS under Trump lifted the moratorium after developing the P3CO Framework. Conspiracy theorists seem to think Fauci is some omnipotent figure in the US government. He's not even the head of the NIH much less HHS. He is the director of the NIAID overseen by the NIH.
Musk seems to want to insinuate that SARS-COV-2 is a Chinese biowe*pon caused by NIH gain of function research. That's biologically impossible. The viruses the NIH funded are too distant from SARS-COV-2 to be its progenitor virus. And the funded research was not gain of function research under the P3CO Framework in any case.
Almost everything you hear about either Dr. Fauci or "Gain of function" that is written by someone scoring political points is a lie. There are legitimate debates on the scope, scale, and safety trade-offs of biological research.
People like Elon Musk aren't trying to educate you as to the nuances of those debates, they are simply lying to you. (Either directly, or by omission of critical context).
The disinformation Musk is spreading about Dr. Fauci being "supervised" by his wife is an easily checkable thing.
