This is a classic and traditional appetizer from my father's native country of Peru, Papa a la Huancaina. I hate to admit that I just recently tried it for the first time, but also admit it was delicious! It is basically a dish of boiled potatoes in a spicy, creamy cheese sauce, "queso fresco." It is traditionally garnished with black olives, white corn kernels and quartered hard boiled eggs. It is served cold.
