Weather control, is it real or not?

So I was doing a little research on weather control and found this - The August 24, 2017 meeting of the Weather Modification Advisory Committee in Austin, Texas.

I found this on geoengineeringwatch.org 1966 US Government document Outlining National Weather Modification Programs and Implications About this important document under their documents area.

How can people be so blind as to whats going on out there in the world?! How can people still not believe that this is all controlled?!
