What's the rule if you have the exact same card in your hand as on the table?
Does it count as a pair, or is one of the cards effectively wasted?

No specific rule. It is treated as just another card. So you would have two pairs, 10's and 5's.
The reason for the duplicate is that for Community Poker we reset the deck for each person and for the community cards. The reason for this is that we have way to many players for a single deck. We could always switch to a 4 deck type game in the future. Like Blackjack
