It looks like a halfway finished storefront window. The dinosaurs look like they might be metal or thick plastic. My best guess is that they are lawn ornaments. If you zoom in on the stegosaurus it looks like a lawn ornament or at least some kind of house decoration. It has a lot of details like colored eyes, different coloring to it's ridges, and textures like bumps on it's skin. It might be a small town version of Lowes that sells things for outdoors like plants, soil, watering cans, lawn decor, etc.
