It seems a little short sighted to restrict the entries to PS4 and PC, because you forget about some of the classics. Like my entry: Legend of Mana (PS1)
Legend of Mana holds a very special place in my heart. It's a beautiful 2D action RPG, and the sequel to Secret of Evermore on the SNES. I love the hand drawn sprites, and the soundtrack, oh god, the soundtrack! Yoko Shimomura composed the score for this game. You might know of her work. She composed the soundtrack for Kingdom Hearts, Guile's Theme from Street Fighter II, and Super Mario RPG.
The game features small quests that can tie into larger quests. One of my favorite story arcs culminates in a showdown with a half demon on the head of a giant zombie serpent. Said demon is resurrecting the serpent to destroy the world.
But what really makes the game special is that a second player can join you, and take over the NPC role. My brother and I...we never really got along. Sibling rivalry was a very real and prevalent part of our upbringing. But Legend of Mana was one of the things that we could come together over. We teamed up against Irwin, slayed dragons, and met the six Wisdoms. It's one of the few happy memories I have with my brother. This is made even more apparent since his Traumatic Brain Injury in 2008. Where it was mere sibling rivalry before, it's now to the point where we really can't spend much time together.
So mine is a little personal, but it's still an amazing game. If you have a PS3, you can buy the game online for $7. It is worth every penny of that.
What an amazing entry this is. I notice it's very personal but that does not make me blind to the fact that you really enjoyed this game. Your entry is valid even though i might not have the correct console to stream this game.
I have a little brother myself which i used to play games with, so i can relate to the relation factor in your story. It's one of the few things me and my brother shared in our youth. We used to play alot of Smash Brothers back then on the nintendo.
While writing this i realize that i might be able to find this game on the PS4. They launched a new project where we can find older games for free as long as we pay the monthly subscription. I will see if your game is in their list and i will actually give it a go if you become one of the winners.

There's always emulators...
I know there are, i haven't used any for years now but i'm sure i'll be able to find them. I used them a couple of years ago to play gameboy games on.
