The whole BTC network is bogged down.
Most of the BTC sites will be suspending deposit and withdraw durring the hard fork so everyone is rushing to get transactions done before this.
Also Cionbase is risky these days, many complaints here on Steemit, most have nothing to do with the hard fork.
