请问下 steemit 上什么样的内容会被惩罚？如何界定？以何形式，何方式实施惩罚？
如果只发一个标题，一个URL链接，没有任何抄袭、版权问题，这样的内容会被惩罚吗？
事实是无论什么内容，只要有人看不顺眼，就会被惩罚……
