It's a terrible reflection on society that something like this can happen at all, but I feel this sort of issue needs to be tackled not only post event with greater punishment to deter - but also looking at what went wrong during the education of the offender so that can be tackled and maybe prevent future generations growing up with the same intentions.

You are very much to the point, people are not born criminals, its the environment that pushes them to be criminals. There is lot that needs to be worked out at root level, people only see the outside of it.
