Content is not removed from Steem, the blockchain root core, but copyrighted content and maybe other things may be removed from Steemit, which is an application of Steem, because Steemit is an American company which complies to American copyright laws and other laws. So, some things may and might be removed or censored or taken off Steemit and/but not Steem. But content is not removed because they were downvoted.

good point.

Isn't that called democracy? Isn't that how voting and liking works? When you are down voted on Steem, you make less money or no money but your content is not removed because of the downvotes, AKA the flagging, AKA the dislikes. In other words, that is not exactly parallel with censorship.
