Hive can host a community for them of course!
To create a community, I would use one of these front ends:
https://peakd.com/communities and click the blue + button in the upper right
https://ecency.com/communities/create
It costs 3 HIVE to make, and it creates a new account which is the community owner account. Make sure the password is well backed up and kept safe and secret. This account has the power to set roles for admins, moderators, etc.
For the community members' Hive accounts, point them here: https://signup.hive.io/
OPSEC/anonymity is every individual's responsibility to learn and employ. The available signup methods have different verifications: SMS, email, crypto payments, or card payments. Signing up with email (Ecency) is probably no different in terms of opsec than the forum signup.

I'm using Ecency right now, Pfunk and just wondering if you think maybe PeakD might be a bit better for a community administrator? I have not experience with that UI so that is the only reason I am asking.

Peakd is a group of folks that decided they could do better than the condenser, hive.blog, there are many, many ui's.
Condenser was the mvp that launched the blockchain.
@quochuy has been updating it.

This is a likely place for gun content.
I'd suggest teaming up and sharing content.
Getting launched in the hive can be difficult, but lots of people will want to help.
This guide will be important to avoid getting crossways with the content rules.
Too many newbs find out the hard way that every post is read by folks looking for farming of the rewards.
Without them the pool gets dumped and the platform would have failed.
So, we can be a tough crowd, at times.

Our getting screwed in the market place allowed the billionaires to multiply.
They were so slick, divided us along a line of half-truths, and some people flip-flopped across the line, not knowing BOTH Sides were being played.

OPSEC/anonymity is fully under the control of the user, perhaps a simple primer for the on-boarding of the old cavemen & cavewomen from HPFF would be in order.
Likely the biggest help would be a new anonymous email if said new users were concerned. Me? Too late 🤣
