Looks like a traditional Catholic (Eucharistic?) procession. If it's recent, might be for one of the major traditional feasts of Christ this month. (Sacred Heart, maybe?) It's the month of the Sacred Heart, and I'm pretty sure there are a couple of pretty big feast days on the traditional calendar.
It could be SSPX. They're just about everywhere, I think. Not sure if there are other traditional orders in the area. Otherwise they could be one of the sedevacantist build-your-own-church outfits. (Disturbing possibility!)
In any case, that's what the timeless Catholic heritage of every Catholic looks like, when you get it back out of the closet and dust it off. Too bad some people thought it would be great to just throw it all out the window to "get with the times".
But it IS out there in places, stubbornly refusing to be lost, in spite of all efforts to get rid of it!
