I suspect it's for a disabled person. Some of the little electric scooters are enclosed. Those little wheels would be no good on the road

        It's funny because you said you suspect it is for disabled people but the guy in the peel 50 video @ isn't disabled.

        But I agree with you, the wheel will not be good for the road.
