I'm familiar with Hot Rods and Classic Cars where owners take great pride and care in restoring original old cars. I'm not an expert by any means but we've been to a few street car shows and have enjoyed looking at all the vintage automobiles from the past.
This is my first experience with a Rat Rod and I had to do some research to find some information about this class of car.
Rat Rods usually are based on classic hot rods from the 40s-50s-60s but are intentionally left in dubious condition. Rust, used parts, rough paint jobs are all part of the construction of a rat rod. The parts are often not even automotive, all kinds of repurposed articles can be used in the building of the car.
This Rat Rod was parked at a local winery and after we had taken some pictures, the owners came out, got into the car, and drove away. It was indeed a very interesting piece of machinery!
How they were able to get in and out of this very low slung vehicle was another source of amazement. I added this last picture that my husband took (used with his permission) so that you can see the size!
The first three pictures were taken by me with my Samsung Galaxy Note 5.

Stretch that ride out... awesome Tammy never heard of these (or seen any), the name Low Limo sure shows the love the owner has for this almost drag car look.
@joanstewart - we'd never seen anything like this either. One of my friends of Narrative said they are common in California (I can see that!) and the owners dress up in retro costumes and have rallies.
I would imagine it would be a club or group that would attract people who enjoy building this type of vehicle, having loads of fun going on outings dressed up to enjoy displaying unusual vehicles like this.
