In general one can say Cannabis will be treated like Alcohol.

  •  People 21 and older can now legally possess up to one ounce (ca 28 grams) and grow six cannabis plants at home.
  • Consumption of cannabis in public is not legal. Anyone caught smoking cannabis in public faces a fine of $100 to $250. Even in areas where it’s legal to smoke cigarettes. No smoking on the streets, in bars, in parks etc.

About 90 retailers concentrated in the San Diego, Santa Cruz, the San Francisco Bay Area and the Palm Springs area was licenses to open New Year's Day 2018. Here you can read The Adult Use of Marijuana Act (AUMA) (Proposition 64) on Wikipedia. And abut the legalisation of Cannabis in California in Time Magazine.

Already back in in 1996, California was the first state to legalise marijuana for medicinal use thanks to the likes of Steve Kubby and others.  Read more about; Proposition 215, or the Compassionate Use Act of 1996, is a California law allowing the use of medical cannabis.
