What I really don't understand is how they know how much was consumed as it is illegal and therefore consuming this must be done in a clandestine manner in most countries, so how do they come up with this number? I guess this must only be legal marihuana. By the way it is the same with illegal immigrants and other drugs, how do they know how much or how many entered a country if it is done clandestinely?
