1. Daily water depends on plant size. Check to see if the soil is dry more than an inch deep means they need some water. When you water make sure it completely soaks all the soil in your container. Ensure the excess water has a place to drain too. If you have too much water sitting especially in a small plant it will drown the plant.
2. It is possible to clone at that stage of the plant, its called monster cropping. It will take a longer time to grow but ends up very dense with vegetation.
3. Your power consumption will depend on your square footage generally. If you run LED lights you can do with 400-600 watts(from the wall) per square meter and get close to a pound if done correctly.
