Yes, I have seen reports especially on skidrow, a big problem, many drug addicts, fentanyl destroying lives.
First world problems! (It's not that they are better than the problems we have, they are still just as serious).
Skid Row is a slight indication, but it’s almost supposed to be that way. I’m pretty sure Skid Row was designed to be, “a place to put them.” A greater indication would be an abundance of homelessness situations outside of Skid Row. Along the sides of the freeways and the sides of the LA River bed. I see lots of camps set up where the LA River meets a street overpass.

I have no doubt that those in power do so as a "dumping ground for human beings."
The reality that you mention in the surroundings of LA River is terrible, very sad. The saddest thing is that those who have the power and the means do nothing to help these people, decent work at least.
