Because Steem has active users who already use cryptocurrencies. Byteball didn't have an ICO, so distributing it freely is the only way to get it to users. This is also not the first airdrop Byteball has done and there are other ongoing distributions going on.
:) STEEM is also cryptocurrency, but if it got distributed to people who has never heard about cryptocurrencies then it is even better, great coin to start with.
