The construction of Noor Mehal was undertaken by Nawb Sadiq Muhammad Khan the fourth, Who was also known as the Shah Jahan of Bahwalpur for his passion of architecture and construction. Mr Heennan an Englishman who was the state engineer designed the building. The foundation of Noor Mehal was laid in 1872 . The palace was designed to resemble an Italian Chateau on neoclassical lines.

This however seemed old-feshioned as this was the time when modern architecture had set in. A map and coin of the state was buried in its foundation as a good omen. Most of the Palace's material and furniture were imported from England and Italy, The construction of the palace was completed in 1875 at a cost of Rs.1.2 Million.

The palace covers an area of a staggering 44,600 square feet (4,140 sq.meter) It boasts 32 rooms , including 14 in the basement, 6 verandas and 5 Domes.
