Very few deaf people hear absolutely nothing. Those that can't hear anything at all are deaf from some issue with the inner ear or the bones of the ear, or they had cochlear implants and decided it wasn't worth bothering with them and remained without the speakers and batteries for them.
Most deaf, myself included, have some level of hearing still. For example, put headphones on and listen to this video. It'll reveal what speech is like for the deaf.
