He has been scamming new users since he got here. His very presence as a witness is harmful to the platform. The removal of flagging would be the death knell to Steem.

I blacklist for the following reasons:

• Spam
• Plagiarism
• Fraud
• Abuse

He easily fits in the last two categories on multiple occasions.

I don't blacklist people because I want to, or because I don't like them or their content. Unfortunately, all four categories are highly subjective and the decision is never easy.
