The account that issued a token is mentioned on the info page for each token. If you go to the trading page for BLOG and clicked on the gray circle around a light "i" you will get the info page for BLOG.
The issuer for BLOG token is @blogtoken . The BLOG token lists the web site as: https://blogtoken.io/ .
The web site shows posts that use the tag #blogtoken . The token is probably run by a group of people.
