Social condicitions continually changingi and so the law must also change or it will become outdated. every nation changes its laws in the memer that its political sistem prescribes in a dictator ship, only the top go venment leader are able to change the law, democracies, however, have developed four main methods of changing the law:

by count decision
by legislation
by administrative action
by direct action of the people

by cour decision. judges in common low countries change change laws by expanding or ovemuling precedents, how ever, a precedent can normally be overruled only by a higher court, if a govenment does not like the way court has interpreted the law it must change the law by legislation.

by legislation legislature may change laws a well as make them. a legislature can change a by a mending it, by repealing (cancelling) it: or by passing a news laws on the same subjects, in most countries with or written constitution, some form of legislative action is required to amed the constitución.

by administrative action. govenment departments my be authorized to make, amend as delegated legislation.
they may also be authorized to interpretet on old regulation to meet changing conditions.
