Lately an idea came up to me on how the blockchain technology could be used to help to control a major issue in a most countries today.
This issue is the problem with astray pets, animal cruelty and street pet population.
The idea is both simple, but at the same time requires government intervention to succeed on a bigger level.
This in my opinion is a good example on how the government could accept the blockchain technology without trying to manipulate it.
Ok, so here is the idea itself:
The idea begins with the purchase of a pet (I'm talking about dogs and cats, but I think it could be applied further on to agriculture, but I shall not talk about it here).
Anyone willing to purchase a pet in my opinion should prove their level of commitment and the will to take care of the pet. So, at the time of the buy, a chip would be created with a private and a public key (it will have 2 wallets, one inaccessible), to where the buyer transfers a sum that is required to support the pet (food, veterinary support and so on) for the first 2 years of the pet's live.
This part of the wallet should be inaccessible to the owner, for the first 2 years, but is made public on the blockchain. The money could be easily transferred to a platform where it's not just laying around, but has a kind of savings account / platform.
Of ‘course that account is also public, and will only be based locally by a government run veterinary. The money here can be used by this veterinary for local causes concerning animal issues. Obviously once the person requires its money (the money becomes available), he can use it for the pet.
The second wallet is used to buy day to day goods, i.e. food, medicaments, toys and so on.
I think it's not needed to state, that all of this is built into a chip which is "sewn" under the skin of the pet. For convenience the chip should be connected to a mobile phone application wallet, where one can see (and everything available publicly) all the movements of the money, and for using a QR code in stores.
Now how does that help to control everything? Well the answers are simple (and obvious to people who keep pets most of their lives) :
• A lot of the time people buy pets for "x-mas" (or any other event) and afterwards they become not needed. The initial prove that one has money to support the pet (and its public); will make people think more than twice.
Also someone crossing the rules will be publicly announced and forbidden to buy pets.
• It will help to control the population, as pets that reach the age of 3, would be neutered. Or after giving offspring more than twice or 3 times (here rules have to be developed separately for breeders).
• The chip on the pet, will tell the veterinary if the person is able to support the pet, how the pet is supported and when its needs to be neutered.
• It will help the government run veterinaries with income from the local owners and the "savings" platform.
• It will show the condition of the pet, as the chip would require to transfer information to the veterinary and require monthly visits (here the idea is very raw, but I am sure that it is possible).
• Anyone going through such process will be more aware of his own pet, and have a different attitude and a level of seriousness towards the raising of the animal
All this idea requires a separate run entity for support. Which in my opinion should be government based within veterinaries. So here is how the government can use the blockchain technology without direct intervention.
Obviously the idea is very raw, but it touches some very major issues for me and for others.
