When Blockchain becomes offline, no record can be recorded. What happens when all the nodes of Blockchain are offline, can the blockchain ever die or be restored again? Malicious actors can access the block chain with less effort or with little resources. Pending transactions will not result in such a situation.
Whether or not the block chain will die forever depends on another variance, if a network rage situation exists, then the block chain can undo and resume the operation. But if all nodes were withdrawn, then the block chain died.
But let me tell you this is a virtual situation and only good for analysis. In practical terms, there is a very low probability that the block chain is distributed all over the world, so it is practically impossible for all nodes to become offline. So in my opinion is just a theoretical situation and only good for analysis.
