I think the first step is getting the app running locally. If we can improve or simplify the instructions to do that, it's easier for developers to hit the ground running.

what do you mean with "app locally"? you can run the wallet locally
I mean running the application locally. The bitshares-ui project needs to be configured locally and then the developer can make changes to start looking at the issues.
