If I'm reading this correctly, this is a step in the right direction when it comes to improving the blocksize bottleneck, although one more upgrade (from 0.13.0) will be required to support segwit-related features (including larger block sizes?) on the mainnet. Am I getting this right?

Yes, it will take a few more releases before segwit starts going live on mainnet. It has been working well on testnet for quite some time though. Props to Wuille and the rest of the Bitcoin Core team for that great work!
