Exactly, the internet is somehow centralized too. Although ambitous, this project aims to prevent that by means of launching its own satellites and provide a descentralized network. Will it ever happen? At least it is encouraging to see there are initiatives to do so.

The communications industry has a huge upfront cost every time they need to upgrade their network infrastructure so they avoid upgrading for as long as they can remain competitive in the market or they eliminate the competition altogether while they sit and rake in subscriber fees. Communications companies are essentially incentivized to delay or prevent the improvement of the internet network infrastructure. If the vast community of Internet users could pool their own resources together to build a decentralized network infrastructure, the possibilities would be endless. But even then, someone has to physically install, maintain and upgrade it. How would you decentralize that?
Well, certainly an infrastructure would be needed for the deployment of the network, and to be honest I can't think of a way to prevent (decentralize) that fact. But hey, I'd say one step at a time; as you mentioned before, most ISP providers can do as they please with our information - we could start from there, a decentralized organization, by its own nature, would not find this practice ethical.
As for the physical part you mention, who knows, maybe in a near future the power to do this would not be centered on a particular organization, perhaps a lot of people could have the knowledge to do it, and the internet provider would only give you access to the service, but not the installation? I know it sounds pretty unrealistic, but maybe it is feasible in some way.
