Not only that, why would a cell phone provider allow this? Do they have any cell phone providers that have agreed? It sounds great but half-baked (like so many of these ICOs) to me. I worry what will happen to the crypto market when these ideas, without the slightest bit of proof of concept, don't pan out.

that's why as an investor participating in ICO, you are taking super high amount of risk. If any of the projects pan out, you get to benefit due to first mover advantage. Now, the problem with all these new projects are that the current telecom companies don't even know that they exist yet. Big companies and big organization are often slow to react to new changes.
The key is to risk money you are willing to lose. Steem on!
