I can tell you much about other services but the more I read your post, the more certain I am that there is a 3rd party involved here. Bitpay was being directed to do some things for whatever reasons. I can tell you to take my word for it but that would be foolish. You need to get some funds in cash ASAP. I would also suggest not to use any money on dark web or other suspicious sites.

They use a third party because they don't have a banking license. Even their customer support is a third party. The issuing bank was a bank in Georgia in the US

When US money is being used overseas specially in Mexico they're going to be questions. Almost every single bit coin transaction is monitored

It appears so. I'm looking into Bitso.com, the largest Mexican exchange that links to your bank account. This would allow me to deposit and withdraw into fiat (in pesos) and use my bank's debit card to withdraw cash at an ATM

I guess I would have to get a Mexican bank account for that. I had one but it has been so long since I used it I'm not sure if it is still active.

The advantage would be I could send direct transfers to my landlords account for a lot less in fees. The disadvantage is the bank would know about it. Currently, I pay her in cash.

I still need to get another card though as a backup as you mentioned. That's a great idea because I travel a lot.
