Have you seen TenX? I am following them for a while, really promising, with a great team behind the project and they are much more than a debit card. I think that they have waiting time at the moment for their cards but you should check them out if you haven't already.

Unfortunately, I don't know the current waiting period so I am not a big help on that. They are shipping in Mexico though.

Apparently all of their cards outside of europe no longer work and the earliest they will be able to fix this is possibly Nov. 2017. Their website no longer is issuing cards outside of Europe.

That's unfortunate.. I was really looking forward to this card. I hope they can get it sorted for non-European users. : (
