Could it be that the Cartel is not colluding directly and intentionally but instead is acting via indirect interlocking ownership and interests?
If so then the Cartel may not be the result of a conspiracy to rule the world. Similar structures exist also in nature, think for example of how wolves, lions and killer whales work together to acquire preys territories or resources.
