could it be possible that someone already have your ledger nano s recovery words?

i have a question reguarding the 24 recovery words, do the 24 words only come to existence after i first start the device and device randomly generates it, or it is pre - assigned. because in the first case let's say they use a dictionary of 3000 common english words, there will be 10^83 combos which is more than atoms in the universe, that is unhackable. but if it is pre assigned, meaning the company have it or manybe someone can hack the company and get access to that, then a hack is possible

it might sound a bit paranoid, but i want to make sure it is as safe as a paper wallet
