That is, how fast it passes through organic membranes to figure out how much and how long an application would be needed in a antiseptic application on a surface, like human skin or a wound. It suggests that an aqueous solution has a large therapeutic window as a surface disinfectant in local antiseptic applications.

There is nothing in there to suggest ingesting a solution of an organic compound, like ClO₂ is safe or therapeutic. There is zero therapeutic evidence that I can find for ingesting it.
